Our Community Cat Program provides the free spay/neuter, vaccination, and left ear-tipping of outdoor, stray, friendly OR feral cats in Muscogee County.

The Community Cat Program provides Trap-Neuter-Vaccinate-Return (TNVR) services and free humane trap rentals.

What Are Community Cats?

Community cats are unowned, free-roaming cats who live and thrive outdoors, rather than indoors as pets. We use the term “community cat” because these animals are part of the community in which they live and are valued and often cared for by community residents.

Comprehensive Veterinary Care

Spay/Neuter Surgery

Professional sterilization procedures performed by licensed veterinarians to prevent reproduction and preventable diseases.

Essential Vaccinations

Rabies and FVRCP vaccines to protect cats and the community from preventable diseases.

Left Ear-Tipping

Universal identification showing a cat has been sterilized - a painless procedure during surgery.

Safe Return

Cats are returned to their outdoor homes where they continue to thrive without reproducing.

Voucher Program

What's Included

Each voucher covers the complete cost of:

  • Spay or neuter surgery
  • Left ear-tipping (mandatory)
  • Rabies vaccination
  • FVRCP vaccine
  • 1 month flea/tick treatment

Important: All community cats must arrive in a humane live trap. Vouchers must be obtained BEFORE dropping off cats for surgery.

Community cats must be located within Muscogee County to quality for free services.

Borrowing Humane Traps

The Paws Humane Resource Center Adoption Desk offers free humane trap loans to Muscogee County residents for TNVR purposes.

Trap Loan Terms

  • Two-week loan period
  • Maximum two traps per residence, as available
  • Valid payment method required. No holds or charges will be made unless the trap is not returned or is damaged upon return.

Important Requirements

  • Cats must arrive in humane live traps (staff cannot transfer between carriers)
  • One cat per trap only
  • Each cat requires an individual voucher
  • Same-day pickup is mandatory
  • Surgery schedule is subject to capacity and veterinarian availability

What's the difference between stray and feral cats? +
Stray cats are socialized to people and may have once been pets, while feral cats have had little to no human contact and are fearful of people. Both benefit from TNVR services, though feral cats thrive best in their outdoor homes.
Why is ear-tipping mandatory? +
Ear-tipping is the universal symbol that a community cat has been sterilized. This painless procedure, performed during surgery, prevents cats from being trapped and put through surgery unnecessarily in the future. It's a critical part of successful TNVR programs nationwide.
Can I bring cats in a regular carrier? +
No, all community cats must arrive in humane live traps. This is for the safety of both cats and staff, as feral cats can be extremely stressed and defensive. Our staff cannot transfer cats between carriers. Humane traps are available for loan during voucher pickup hours.
What if I can't pick up my cat the same day? +
Same-day pickup is mandatory for all cats. This policy ensures cats return to their familiar territory quickly and reduces stress. If you cannot commit to same-day pickup, please wait to schedule services for a day when you can.
How many cats can I bring per day? +
The limit is 2 cats per caregiver per day. This ensures we can provide quality care to all cats and accommodate multiple caregivers. If you're managing a larger colony, plan to bring cats over multiple days. Remember to obtain vouchers for each cat before drop-off.
What if the cat is located outside of Muscogee County? +
Free services are available for Muscogee County cats only. We offer the same services with discounted fees through our Snip and Tip Program.
